In the beta script of the game Shizune could both read lips and talk (she is not mute). Extrapolating a bit here, but Jigoro's personality is such because originally it was to demonstrate him antagonizing Shizune who is being (in his opinion) stubborn about refusing to use any form of communication other than sign language. It could be seen that possibily the reason why he does this is out of concern for Shizune and wanting her to be able to interact with normal members of society without the help of an interpreter if possible.

So, in that light, he's actually less of a jerkass and more of someone pretending to be a jerkass in order to try and bait Shizune into doing something that he thinks will benefit her (basically a concerned parent who has trouble demonstrating it, but given Shizune's personality, it's hard not to say that she's also not at fault)

Frankly I think this route was tanked pretty hard by the route author and editors. It had a lot of potential but ended up having the biggest plot holes and unfinished characters out of all of them. Oh well!
