Being as such myself I am rather convinced that Lilly is an Albino.  Specifically considering the fact that Albinism is a genetic disorder from birth and can commonly results in yellowish blonde hair and stark darkish blue eyes and pale skin and very poor eyesight. Although it's interesting  that she is depicted as being fully blind because although Albinism causes a severe eye disorder (my eyesight is probably comparable to Kenji's) it is rare that an Albino is fully blind because of it. Regardless I found her to be a wonderful and relatable character.
