The school festival takes place on Sunday. The year is 2007. I'm not sure of the season, but I think most of the game takes place in Spring. Hisao has his heart attack in winter, and spends four months in the hospital. There is no snow on the ground at any point from Act 1 - 4. So let's assume Hisao has his heart attack in early winter. In Japan, the school year begins in April, but class has already been going when Hisao joins. However, this site says most school cultural festivals take place in October/November.

Tanabata takes place on July 7. The school year ends after Tanabata. In Shizune's route, Tanabata takes place during Act 2, and the school year ends at the end of the game.

In Japan, exams can take place from late Feb to late March (when the school year ends). It sounds like "summer holidays" are about to begin, so I would say her route ends at about July.
