Years before the events of Katawa Shoujo, he was an artist himself, but retired from the profession to teach. He's in charge of the [[Art club]]. He sees [[Rin|Rin Tezuka]] as nothing short of a prodigy, and will always go out of his way to praise her work. He is a generally laid-back sort of person, coupled with being flamboyantly dressed. He has a temper which, while not easy to set off, can cause him to go into a blind fury, shouting and swearing at anything that moves. He only exhibits this once, when Rin leaves her art exhibition in the middle of it.


I begged and pleaded with him day after day
To people he does not know, Nomiya is a fairly friendly person, but at the same time a bit condescending. He does not seem to get along with fellow Yamaku teacher [[Mutou|Akio Mutou]].
But he wouldn't let me work on the case
He gave me my gun back and then I went to the docks.
Found some Columbians on a boat and said, 'I might as well kill em'.

Nomiya is close friends with [[Sae|Sae Saionji]], owner of the 22nd Corner Art Gallery. Sae's husband was a fellow student of Nomiya's when they were in art school. Nomiya looked up to Mr. Saionji, and after the latter's passing, Nomiya gave up being an artist and began teaching it, in hopes of inspiring future artists.
Is this what the people of Miami live in fear of?
Hmmmmm this ain't alright.


But wait I hear they're thick skinned, tough, all that

Well, they all died and when I came out
There were some dudes who looked like a cops standing there talking about the Russians
I ain't trying to get back on desk duty yet
I just got back
I sprang with the quickness like lightning, disappeared 
 
Later I saw a van and when I came near
The license plate said FANS and there was a body next to it
If anything I could say that this scene was rare
But I thought 'Nah, forget it' - 'The Miami Mutilator is more sophisticated than this'
 
I went into the building around 7 or 8
And I yelled at the half dead tiger 'See, that's what you get.'
I looked at my kingdom
I was finally there
To sit on my throne as the Prince of Miami.
